On Grove Street in Tonawanda before the parade began: Donna Zellner Neal second from right, with Helen Getz and her Niagara County Junior Girl Scouts (headquartered at Drake School) and Theresa Smith and her St. Joseph's Youth Group, creators of the float and parade participants.
